History

Palmer Plantation Municipal Utility District No. 2, a political subdivision of the State of Texas, was created by order of the Texas Water Commission (the “TWC”), predecessor to the Texas Commission on Environmental Quality (the “TCEQ” or the “Commission”) on December 21, 1982. The District contains approximately 332.2 acres of land. The District is located approximately 25 miles southwest of the central business district of Houston, Texas in the northeastern portion of Fort Bend County, Texas. The District is located entirely within the corporate boundaries of the City of Missouri City, Texas. The District is bounded on the east by a Fort Bend County Drainage Channel and on the west by Palmer Plantation Municipal Utility District No. 1. State Highway 6 is located approximately one mile from the western boundary of the District, and the intersection of State Highway 6 and FM 1092 is located approximately 1.7 miles west of the western boundary of the District. The District is located approximately 5 miles southeast of the intersection of U.S. Highway 59 and Texas State Highway 6.The District is located entirely within Fort Bend County and the Fort Bend Independent School District.

Facilities

Joint Water Well (Well No. 1)

The Joint Water Well was constructed in1984 by the developers of Palmer Plantation Municipal Utility District No. 1, Palmer Plantation Municipal Utility District No. 2 and Fort Bend County Municipal Utility District No 49. The well was later purchased by the three districts. The well is located within and is licensed and operated by Palmer Plantation Municipal Utility District No. 1. Operating and maintenance costs are shared among the three MUD’s based upon the metered water usage.

Water Well No 2

Water Well No. was constructed by Palmer Plantation Municipal Utility District No. 2 in the year 2000. It is fully owned and licensed by Palmer Plantation Municipal Utility District No.2. Operating and maintenance costs are shared among the three MUD’s based upon metered water usage.

Wastewater Treatment Plant (WWTP)

A Regional Wastewater Treatment Plant was constructed in 1985 by the developers of Palmer Plantation Municipal Utility District No. 1, Palmer Plantation Municipal Utility District No. 2 and Fort Bend County Municipal Utility District No 49. The plant was designed to treat waste from these three Districts. The plant is administered by Palmer Plantation MUD No. 1 and is owned by Palmer Plantation Municipal Utility District No. 2. Operating and maintenance costs are shared among the three MUD’s based upon each District’s ownership in the plant.

Construction is currently underway to install a new Digester and Mechanical Bar Screen. The new Digester was designed by LJA Engineering with construction by R&B Group Inc. Construction began in September of 2024 and the new digester should be fully operational in March of 2025. The entire plant is 40 years old but the digester is the only metal component of the plant and needs to be replaced, due to its construction on what was designated as a “temporary” component.
